Ratings?

They are both based on the Elo system, I believe...
The problems are assigned 'ratings' and pass/fail counts as win/loss.

The tactics rating does what it's supposed to do: Keep track of how well you are doing compared to everybody else.
The mentor rating, however, is just weird...
The earlier Mentor courses (the ones that came with the original program) give you huge ratings bonuses (10+ points in some cases) but the ones that have been added in the last couple of years have much smaller rating increases. There were more 'alternative correct answers' in the original which didn't penalise you for not being psychic if you play a perfectly reasonable move but not the exact one the author had in mind. Also, the original program docked you points for taking 'too long' to find the solutions but that seems to have been removed.
I wouldn't worry about what the rating means, its more important to absorb the concepts in the lessons.
How do Chess Mentor and Tactics ratings relate to USCF or FIDE ratings or are there no correlations at all?
