when to bring out Queen

I try to develop my pieces but most of the time ppl bring out there Queen first. What is best way to defend this?
For example 1.e4 e5 2.Qh5 Nc6 (defending e5) 3.Bc4 g6 (blocking mate on f7) 4.Qf3 Nf6 (blocking mate on f7) 5.Ne2 Bg7 6.Nc3 d6 (0-0 is also ok) and black is absolutely fine.
