It is the Bird's opening. People say it is not challenging, and I would agree with that. You have ruled out a leningrad setup with e3 played and white can play various setups, and black can play so many more. The good news is that you can play pretty original chess in this opening and not have to be worried about getting punished for not playing the opening theory move. The bad news is that black is doing just as well as white.
I would argue white has less play here than in the english though. Both flank openings, but maybe f4 isn't so necessary yet, and 1.c4 makes more sense. Still an OKAY opening from the 1.e3 move order.
this is just a straight foward question what do you think at this opening. at it is badly viewed from master games but out of the 3 games ive played i have won. of course this is personally experiance
