I presume you mean: 1.e4 e5 2.Ne2. There are some 74 games in the chess.com Game Explorer that begin with these moves. But, yes, it is an obscure opening, without a lot of press. Sometimes Black adopts this strategy, as he won't be relinquishing his opening move advantage with a passive position (See Ljubojevic's game at Groningen in 1970). Don't know if there's ever been a book dedicated to this from the White side, however.
I have been trying to learn this opening, but I cannot find anything on it anywhere on the internet. Help!
