Any reasonable opening is fully playable at below-master level.  I'd bet you could win many games with that opening.

Don't move your Queen out early. Its a waste. And, it means that your Bf1 will be later blocked in :D

Kasparov beat Karpov in 19 moves with this.

It does not appear to be attached to any specific idea and it puts the queen on an odd square. There may be a trap or two with Qb5+, but other then that, I don't see the point.
