My impression is that 1.a3 looks like White playing for a draw from move 1.
It hands the initiative to Black, does not develop pieces or open lines for their development nor does it actively seek to control the center.

I am at a bit of a loss as to how you arrive at the assumption that 1.a3 can not produce quality positions for White.
I will grant you it is harder for White to generate the better position for the simple reason that having given away the tempo, he is now essentially Black. That being said, it is not impossible and further if you take into account that 1.a3 g6 is essentially 1.g3 with the colours reversed, there are numbers of transpositional tries into various defences reversed such as the Sicilian Defence, both open and closed.

No, I'm not saying that. I'm suggesting that White's advantage after 1.a3 g6 is not as great as it was before 1.a3 was played.
If you read earlier in the thread you will find the OP advocates 1.a3 g6 2.h4 for no reason other than "being totally outrageous" and this is not a good reason for choosing a chess opening. I suppose I should have replaced the word 'quality' with 'objective value' to eliminate misinterpretation..
