I've seen (and occasionally used) something like what white had set up on move 8 against the KID or Pirc. I think that with respect to the Pirc, it's called the 150 Attack.

 

I certainly haven't seen that response by black.

That variation of the king's gambit defense was I think invented by Broinstein. Billwall could very much clarify this.

Yep , this sacrifice is theory ( black is only down a pawn ) .

Because black's up a pawn if you take the knight on f1. Also, if you move your bishop to f2 instead of the queen, white loses a pawn by Nxf1! since, Bxh4 Nxd2 Kxd2. or Kxf1 Q moves somewhere.
