As white what can you play the Colle Zukertort against?

The Colle of any sort is garbage in 2 cases:
1) Black fianchettos his kings bishop
2) Black develops his light squared bishop outside the pawn chain. For example, after 1.d4 d5 2.Nf3 Nf6 3.e3 Bf5, the moves 4.Bd3, 4.c3, and 4.b3 are all garbage and Black gets a small advantage in some lines and equality at worst in others.
After 3...Bf5 or 3...Bg4, the ONLY good move is 4.c4.
The colle as a whole, zukertort or koltanowski, depends on Black's LSB being behind the pawn chain. Same goes for the Catalan and French.

Thanks ThrillerFan for the information, currently playing it against the King's Indian and I'm really struggling with it :facepalm

If black goes for an indian d6 setup an idea is play a pirc with the knight in f3 for white. From there you can get a 150 attack or positional lines with h3
