Benko gambit vs Blumfield counter gambit....

Sure, declining the gambit denies Black his initiative.
But it also denies White his extra pawn.

I play the Black side of the Benko often.
And White's b6 push has always seemed peculiar to me.

Choosing not to accept a gambit is one thing.
But spending an extra tempo to do it is another.
Not only is White not taking the material off the board, but he is wasting a move by pushing the pawn in order to make Black take back in a different manner.

The result is that Black maintains material equality, gains a half-open b-file, and doesn't seem to have any major problems.
I consider that a success for Black.
