yes, the Caro kann or the Scandinavian against e4. C4 is a different matter because white can choose to play d4 at any time or never play it. personally, I like to play 1...,c5 against d4 and c4. it will be a Benoni or a symmetrical English and you can not play a proper London against 1..., c5.

Ok, so we have london system as white and black. Against the queen's gambit we have the baltic. What to pair with this against e4(and c4)? I can think only about the caro-kann and scandinavian.
Caro kann is a natural fit to the slav which looks like the london. Scandinavian is similar to the accepted baltic and resembles the london because you already know where do your pieces go and it has many plans(and is easy to learn) Maybe there is a better option?
