Bowdler attack against sicilian- The most stupid response?

I’ve wondered why so many lower-level players use the Bowdler Attack so often against Sicilian 1. e4 c5 2. Bc4! It looks really amateurish. Do you have any explanation for this? Thanks.

1) Starting out or lower level players might play Bc4 in an e4/e5 opening and don't have enough experience to try something different.

2) While black equalizes pretty easily, with best play on both sides, the position stays even. It can be a safe way for white to bail out of heavy Sicilian theory.

3) Black can still get into trouble with the white bishop on an open a2-g8 diagonal pointing at the king side, or if black ends up with an isolated d-pawn that gets constantly attacked.
