well it does open one thing, the king! :P
its mostly used (with 2.Kf2) to taunt lower rated players and hope they will over attack. Ive seen some great games with it.
a more normal way would be try to transpose to a d4/c4 openings and against each indian defense (grunfeld, KID, nimzo etc) theres a line with f3 in it...but your opponent shouldnt let a transpo
