If you mean 1.Nf3, it depends on what follows. It can lead to a QP opening. White can fianchetto the Light squares bishop and set up e4 (Kings Indian Attack), or White can play an early c4 with specifically no d4. Then it depends on Black - If he played ...d5, you have a reti. If he didn't play ...d5, you have an English.
