That pawn structure normally constitutes a Botvinnik System, but it can arise in a variety of different openings, for white or black.

I see this opening frequently in the Symmetrical Four Knights English opening (1. c4 e5 2. Nc3 Nf6 3. e4 d6 4. Nf3 c5 5. d3 Nc6 or a variation of move orders). Not too bad, though sometimes drawish. White eventually plays on the queen side with moves like a3, Rab1, b4, etc. and also tries at times for a f2-f4-f5 push. Black tends to try to work at obtaining the c-file and also undermining the center if he can. If white can ever get an e5 break, the LSB becomes very potent, especially if the Queen Knight is on the board. Very nice positional opening and has some good lines in it. Not sure the ECO index of it but there are a lot of good games with it (a popular opening with Seirawain).
