There is no best move. There are a finite number of great moves (1.e4, 1.d4, 1.c4, 1.Nf3), a few "ok" moves (1.b3, 1.b4, 1.Nc3, 1.f4, 1.g3) and the other 11 moves are just bad, either because they do nothing for the player with the first move, like c3, d3, or e3, or are just outright weakening, like 1.g4 or 1.h4.
