The Traxler Counterattack is a very solid counterattack to the Fried Liver. There are also other gambits that can be played before the start of the Fried Liver or even the Italian Game.
BTW, there aren't many people who actually know the Traxler so you could try the Fried Liver on your opponent.

If you’re playing someone who plays the Fried Liver because they watched a single video on it, then sure, play the Traxler. But if you’re playing someone who knows what they’re doing, you’ll end up with a clear disadvantage.

If you play the Traxler, which is Dubious at best, then the Fried Liver never happened.

4.Ng5 is NOT the Fried Liver Attack. That move is indeed played in the Fried Liver, but that move alone does not constitute the Fried Liver.

4...Bc5, as mentioned before, is dubious at best, and is close to refuted after 5.Bf7+ and 6.Bd5!

Instead, 4...d5! Is best here. After 5.exd5 Na5!!, Black has nothing to worry about. 5...Nxd5?? 6.Nf7! - THIS is the Fried Liver Attack - If Black isn't stupid and doesn't play 5...Nxd5??, there is no Fried Liver. It's simply the Two Knights Defense.

Yes, you can play 4...d5 as black. There are also less known counterattacks.

I totally agree with @Matthew11235813 
I once tried the Traxler against an opponent but I was unfortunate as he knew the counterattack
to the Traxler and I eventually blundered my queen and later lost the game.

It’s all theory up to move 9. you should play 9.Bxb5+ instead of Nc3 tho
