Does Black have chances in this line?

If 10.Kb1 then 10...Nc5

If 10.Bd3 then 10...d5

This is a line from the petroff, right?

Looking at this position, it's too early to say if black has "chances". However it does not look like white has really accomplished anything in this opening either. Black does have an extra center pawn, but the bishops are kind of dumb for the moment and the h7 pawn is a little tender and you have to watch for greek sacrifices in the future if you plan on putting the knight on c5 rather than f6. 

h6 could always be a useful move to stop the h7 sacrifice and keep a knight out of g5 but I have to watch out for the h6 sacrifice but I think I have enough defense and queenside play to counter that. I also plan to put the knight on c5 after 10.Bd3 d5
