English 3 knights, 9 ... Rb8

1. c4 e5 2. Nc3 Nc6 3. Nf3 g6 4. d4 exd4 5. Nxd4 Bg7 6. Nxc6 bxc6 7. g3 Ne7 8.Bg2 O-O 9. O-O Rb8 in the normal continuation 10. Qa4 a6 and then 11. Qc2 . my question is whether the intermezzo here is worth it. Is a6 really that bad of a square for the pawn? is white preventing Ba6, activating the bishop with initiative? it still seems questionable.

But the real question is : does Qa4 lose a tempo that black can use? i.e. is Black forced to play a6?
