No, it wouldn't.  The target audience is much too small.  Very few people in America will be willing to spend their time watching the Chess Channel.  They would be more interested with watching sports and stupid MTV shows.

The average tv viewer would never watch a chess tv show... It is the equivalent of watching paint dry to them.

Now bring back the Roman Gladiators fighting to the Death and you would have a Hit tv show!

The problem with chess on tv is that the average person would actually have to think in order to enjoy it. Humans are much more stupid and lazy than you think. Watching a ball go into a hole, easy, comprehending even the easiest of chess ideas, hard. The market for quality programming is far to small for anything of real value to hit mainstream media.

I think there may be a future for a chess related show, but certainly not chess as a spectator event. If they had a chess instructional show that perhaps combined chess lessons and practical application of chess skills (problem solving, planning, etc.), I think it may have a shot. In the states, they have public broadcasting channels (a few) that are publicly and privately funded so they show a broader taste of more refined shows. If they made a chess school format I think a successful program might be possible.

I think that for the majority of TV viewers, all the information they will ever be able to comprehend about chess can probably be squeezed into a hour long special.

There surely have been several attempts at chess tv shows. I stumbled on some rather cheasy shows at youtube:

I do not know about Russia (someone asked about that), but in Estonia at Soviet times, IM Iivo Nei used to run a tv show which was actually quite a popular show ("Malekool" translated as "Chess school"). The show was a rather basic introduction to chess with some simple game analysis.

Then again it's popularity may have come from the fact that at that time, there was not a great variety of shows to watch over here.

Years ago, maybe twenty or more, GM Quinteros was in South Afriva, and he played live on TV against anyone who wanted to call in, much like vote chess, except there was no discussion or consultation.

You can't believe how badly people play, everybody who knew the moves phoned in, I think he won in about 8 moves...

EDIT:

After reading this, I dont think it is clear, it was only one game, most popular move was played.

I saw chess on the deuce once, in the middle of the night. It was boring as sin. I think chess tv would probably fare better on the internet, where there are dozens of video and podcast type enterprises flourishing already.
