a3 can get you a reversed O’Kelly Sicilian after 1…e5 2.c4 Nf6 (d5 is favorable for white), and can actually be decent for white
h3 is likely to result in a reversed Ruy Lopez or Scotch, where black is a lot better off
actually, if I was going to play this philosophy, I would suggest h4 because it fits into multiple other variations. And neither side has committed to a specific pawn structure yet. That is going to vary player to player.

yes it does. here are a sample of variations that play h4 at one point in the game. the London, the Tal variation and other variations of the advanced Caro Kann, the Magagovic ( probably spelled that wrong) in the KID. there is probably more.
1 a3 has the value of stopping Black from playing the Nimzoindian in the 1 d4, Nf6; 2 c4 openings or the Winawer variation in the 1 e4, e6 openings. The problem is that, if Black is using his head, he can render 1 a3 as either useless or harmless helping Black eqalize rather easily

yea I just wanted a good waiting move that allowed me to play the charlick and kloosterbauer gambits as white(in bullet), so the problem with blacks equalising is solved. I actually played like 30 bullet games today and won almost all 1.a3 d5 2. e4 games. a3 is op if you think about it
