It looks random move defense! Usually my policy is to erect a nice center with d4 and e4 first, castle, connect rooks, then look for fun places to start initiating play.

I ended up winning this game (thanks to some over-eagerness by black, and a blunder at 33...Rg7), but I was tripped up by this four-pawn opening.
I've not seen this before in live play, and wanted to know if anyone could identify it and, moreover, share some tips on how to play more aggressively against it.
