Nope!
After 1.d4 g6, you are in a Modern Defense, and whether Black transposes to the King's Indian is his own choice. It all depends on where he puts the Knight. If it goes to f6, you are in a KID. If it goes to h6, e7, or sits at-home on g8, you are in a Modern.
A couple of common lines Black can play and avoid the KID:
1) 1.d4 g6 2.e4 (best for consistency with 1...d6 - after 1.d4 d6, 2.c4 is slightly dubious because of 2...e5. Better is 2.e4) Bg7 3.c4 d6 4.Nc3 Nc6
2) 1.d4 g6 2.e4 Bg7 3.c4 d6 4.Nc3 e5, a line of the Averbakh.
Trying to force a Modern player into the KID would be like trying to force a Caro player into the French. Not happening!
