Some good examples are from a 1979 Interzonal where he went 11-0 at age 43. It's scary to think what his ELO could be in today's game when compared to, say Ding Liren near 2800. Liren, though a great player, doesn't yet appear to have nearly the positional understanding as Tal did.

So how do you explain thay Ding Liren is being rated 100 points over Tal's peak ? We can believe that he's far stronger or has at least the same level.

And can't it also be, that while GM Spraggett believed that he didn't play as well at age 50 as when he was a candidate, he, too, had benefitted in the intervening years from the expanding knowledge, availability of information and ease of finding ways and means to practice and hone one's skills, and thus may not be aware that his play has indeed changed?

From 2580 to 2600 is within the statistic error, of course. Maybe (for example) he was sharper and more aggressive when younger, but actually could widen his repertoire, his endgame play or any other compensating factor in later years?

One's play is made of many facets. A player may not be aware of all of them all the time, and while some may deteriorate, some may well improve. 

Anyway - kudos for beating the 2400s and 2500s in tournaments. I have yet to ENCOUNTER anybody above 2200 in classical time control tournament play. 

My best draws and wins are in the 2400s - but we're talking blitz, informal settings. 

2500s I could only beat when given a time advantage (again, in blitz). I once drew GM Ronen Har Zvi ((2500+) in a simul when he played 6 opponents in total - but the way he plays blitz chess is scary. 

He once beat me 14 games to 1 while giving me 5 minutes to 1 minutes time odds. I tried this with several other grandmasters. I beat some and lost to some - but the scores were much closer in either case. 

He can also win the K + 2 kts against K + pawn endgames with a minute on his clock - I saw that happen.

Fabiano Caruana had a miracle tournament at Sinquefield a couple years ago. In October 2014, his rating jumped to 2851. That's not a sign of rating inflation, it's a sign that he had a really good tournament. His rating has since gone down and he's currently playing in the 2785-2810 range. 

If you looked at Spraggett's rating graph (which is now more difficult since FIDE made the information open only to FIDE members), you would see that he had an exceptionally good year. He had an outlier. The ratings weren't broken, he had a hot streak. Then his rating went back down to his "normal" level. 

That's not evidence of rating inflation!

He is inspired by one of the greatest players who ever lived. There's nothing wrong with wanting to play like a great player!

For the record, HH's comment regarding Tal dominating Kasparov is factually false Kasparov had a plus score against Tal ( 2 wins, 0 losses in official standard time controls).

Another factually false statement by HH: "I play with GM engines". There are no GM chess engines. No chess engine has a GM title. Unless of course, he means General Motors, which makes no sense.
