Is it always a bad idea to bring out your Queen early?

i hear people say this to beginners all the time but openings like the Scandinavian defence aren’t discouraged in any way and is pretty common despite involving the queen in move 2

When someone knows what they are doing, there are some exceptions to some of the guidelines set out for beginners.

However, there are good reasons for guidelines. Many beginners end up with their queens trapped and neglect development of other pieces.

Don't know that it is appropriate to write, "in any way". About eight years ago, IM Greet wrote a book to help 1 e4 players and referred to the Scandinavian as not being one of the "big four" reactions to 1 e4.

"... If you play 1 e4, then you have to be ready for a wide array of defences. The Sicilian, Caro-Kann, French, and 1...e5 are all huge topics, ... But ... there are numerous other less common but still highly respectable defences for which one must be prepared. The Alekhine, Modern, Pirc, Scandinavian, and others all require serious attention, ... I have laid out a comprehensive repertoire for White against each of the aforementioned openings, plus all other irregular defences after 1 e4 which fall outside of the 'big four'. ..."

The Scandanavian is often discouraged, for just this reason.  Not that you can't play it, but if you do, you've got to know exactly how to make the early queen move not be a liability.

And the queen is only going as far as c7 ? Sometime after move 4? I mean, it’s not as if the queen is marching out into the middle of the board on move 2 or something.

It is a bad idea in MOST instances. The Scandinavian Defenses and Wayward Queen Attack, are my two personal exceptions to this rule.

Also, you can easily lose tempo and maybe even pieces if you do not use the Queen with caution. So I recommend that beginners only bring out their queen within the first moves if there is an immediate tactic or attack that will follow. Like the example posted by Smyslov.

Basically, the Q is a very valuable piece. As such, it must respond to the slightest breeze in order to avoid catching a cold. However, if you can place it in the center of the board without fear of being attacked, it's a very powerful piece even in the opening.

This is a good example of an opening where it does make sense for Black to bring the queen out early. Why? Because White has occupied c3 with a pawn, so there is no quick Nc3 hitting the queen, gaining time, and strengthening White's control of the center.

Not encouraged to do so in general, but it is still a better option than bringing a king out early.
