To actually answer your question, it's not an opening; more specifically, it's the Englund Gambit, in the sense that 1...e5 would enter the Englund Gambit, but 2.c3 is an immediate blunder.
I mean, don't get me wrong, 2.c3 isn't losing, it's actually dead even, but after entering the Englund Gambit white is more than a pawn up positionally after 2.dxe5, and any other reasonable move will bring it back to about an even game.
