The Benko Gambit isn't aggresive.
It's actually a very dull opening.

The Benko Gambit isn't aggresive at all.
White can easily just castle and have an easy game.
It's more of a positional sacrifice.

The benko gambit is better for Black, it is aggressive; why?
You sacrifice a pawn but in return, Black have an open a-file for rook and bishop. Black's plan is to break the pawn center for White.

The benko is positionally aggressive not so much tactically.
There are openings like the pure benoni or kings indian that are more tactically aggressive
Sicilains vary since you have the taimanov that is a "solid" siclian and you have dragons that are tactically aggressive
aggressive is something that challenges your opponents to make very accurate moves. The benko does so up to a fairly high level (around gm) when it start to be less challengning. I talked to GM Nyback quite a bit and he played the benko a lot as a youth. He said he would be very willing to play it against an IM but less so against a GM.

It is occasionally used but as a surprise weapon by Gms who feel they need to catch an opponent off guard not a repertiore mainstay
