It's a Scotch Game. The queen knight was developed before black played c5. This position is no where close to transposing into a Sicilian.
This is the Scotch. While it is remotely possible that Black might move his Nc6, push his pawn to c5, and get to a Sicilian-like position, it’s very unlikely
