Italian questions

Black gets punished due to Qb3!
When Black rushes d5, It creates a Tactical Shot!
Qb3 attacks the Knight + if Knight moves it attacks the f7 pawn!
———————————
- Usually, Black will Castle in this position so the Rook is defending f7 square.
- Another move Black can play is d6 which sort of removes the idea of Black playing d5.
—————————————
Also, The Counter Attack by Black doesn’t work incase you were wondering!
Black loses a piece and White pieces are defended so it’s just bad for Black!
Hii
I play the italian. e4, e5, nf3, nc6, bc4, bc5, c3, nf6, d3. I understand my opening well and I understand many plans and ideas for white, but I'm not sure how to punish black for playing d5 before they're ready. I often hear people recommend black to move its rooks into position before playing d5, but am not totally sure why this is necessary.
Also, do white's plans shift in the line where after ...Be6, you play Nd2 instead of Bb3 after ...d6 and Bc2 after ...Be6?
