"I've been playing the Italian game for a little over half a year now" ++ Good.
"I feel like it's time for a new opening" ++ Why? Each time you switch openings you lose more, not less. It takes time and losses to accumulate experience.
"im looking for a relatively safe opening for white" ++ Ruy Lopez

It's impossible to always get open and tactics-based games as either color. Best for that sort of thing is the Anti-Marshall Ruy Lopez, as follows.
Personally, I play the Italian. I'm going to stick to it until 1300 because it lets me play the Fried Liver. I might also keep it for after 1300 for the Evans Gambit.

I've been playing the Italian game for a little over half a year now and it has brought me some good success, but I feel like it's time for a new opening. Ideally, im looking for a relatively safe opening for white that doesn't gambit too much material, unless it is guaranteed to get it back. I am also looking for an opening that leads to a more open and tactics-based game rather than a closed positional game. If you have any suggestions just let me know. : )
