Not necessarily, for example (the same 2D1d pawn structure, 198 master games):
I propose this name Löwe's defense to 1. d4 d6 opening with 20,000+ master games and great statistical evaluation +0.2. Statistically, it's just the best reply to 1. d4.

Löwe used it in 1849 against Kennedy and won.
