The truth is white needs to know other plans than the minority attack in the exchange variation. By itself the minority attack can be easily neutralised.

What other plans?

According to Yermo:

a)  Minority attack.

b)  Central pawnbreak. White plays e3-e4. This creates a pawn isolated on d4, with all the typical implications.

c)  Building the center. White plays f3 and e4.

d)  Setting the center. Knight on e5, supported by f4.
