Keres, Flohr, Bolgojubov are all pretty underrated as are Timman and a bunch of stronger Soviet players that dominated the top 10 lists that werent the likes of Fischer, Petrosian, Spassky and Larsen during that time period like Geller. Lasker is also somewhat underrated, despite being arguably the first "modern" World class player, and even in his 60's still being a threat to Capablanca.

Overrated i would put Morphy and Fischer who have a strong Cult of personality and their dominance over contemporaries have clouded many peoples estimation of their skills agaisnt later players.

Underrated I’d say Nezhmitdinov, overrated I’d say Morphy as well.

Hmm. Giri, Korchnoi, Leko, MVL and Alhekine are some that are underrated. 

Don't like to say, but... Capablanca and Ivanchuk are more than a little overrated, probably. RJF too. Great, but not the near mythical figure he has become. @pfren and @Optimissed are disgusting overrated.
