Well the queen doesnt do too much in the opening and sometimes the middle game anyway. It is a solid defensive position imo as long as black doesnt fienchetto his white bishop. If he does adustments might need to be made, but it will take him many moves to do so from the above position
The queen is often left unmoved in the early stages, not because she is passive but because he is so mobile that she is already doing a lot of things from her starting square. A decentralized queen on g2 leaves serious weak spots on the queenside.
For example 6.Bc4?! can be met with 6...Nb4, attacking the now sensible c2 spot which the queen usually defends. Even worse, after your proposed 6...Be6 7.Nc3?!, 7...Nb4! is really devastating since white has lost the possibility of defending with Na3. A queen on g2 in an open position is too far from the action too early in the game, and logically leads to a very pleasant game for black.
By the way a more direct way to tackle white idea might be 3...Nc6, when 4.Nc3 Nd4 5.Qg2?? is unplayable, and the queen has to retreat to the queenside, again with a nice development advantage for black.

Ive never tried the napoleon before, but all the scorces say white brings its queen out too early. But what if you fienchetto the queen? It can help support a kingside pawn push later in the game. Something like this:
