Do you think that this opening effective?

As a low to middle strength chess player I would prefer to have my king in a safer environment so staying with the four opening principles strikes me as being more effective.

Your kingside has light-squared weaknesses.  Maybe eliminate e3 and play something else?  Just a suggestion.  If it works, though, then stick with it.

There is no development on you queenside. Maybe develop your queenside some before G3 and Bg2

I think it doesn't give white an advantage, but is playable untill you play Kh1, after that this is allmost forced:

dxe3 dxe3 Qxd1 Rxd1 Ng4 and now white is forced to play Re1 giving black the initiative.

1.f4 d5  2.Nf3 Nf6  3.e3  is very standard Bird play. However, 3...Nc6 would be a very bad move. The knight is not going to exert any control over d4 or e5 by itself. Then also, black has lost the option of a quick ...c5. I would go for an early kingside fianchetto for black.
