I think this is less effective when compared to the Panov attack because black can exchange the rooks and queens via the open e-file whereas there is no such possiblity in the Panov attack.
Also there is no blocked-in bishop if black protects the pawn with ..c6 while in the Panov the light-squared bishop is blocked in when black resorts to ..e6.

I know the Panov-Botvinnik attack exists, ( 1.e4 c6 2.d4 d5 3.exd5 cxd5 4.c4) but what about a similar position reached with a French defense? (Shown below)
