I wouldn't presume to be an expert on guessing a player's rating, but I'll try to make an educated guess. I would say that Black would be somewhere in the region 1200-1350, and White would be more towards 1450-1650 maximum. I purposefully leave a huge gap in the expected rating - it is just one game, of course. 

Firstly tackling the opening, the Kings Indian Defense. It is seen as 'a dynamic opening' and 'exceptionally complex', with a considerable amount of theory. The Kings Indian offers a position with imbalances/weaknesses/strengths for both sides: Black can and must break in the centre and amount his forces for a brutal kingside attack, while White often finds himself crashing down upon the queenside. My personal opinion is that the Kings Indian isn't without considerable risks for both sides but does succeed in delivering exciting games for both sides.

Looking at the game itself, the rating spread I've chosen for both sides might become more apparent .

  • The White player employs the 'Makagonov Variation' of the Kings Indian Defense, where by playing h2-h3 he prepares Be3 without having to deal with ...Ng4. Its not the most fashionable line, but it is reasonable. 
  • Black correctly breaks in the centre with ...e5. After the reply d5, however, I do think Black could have taken immediate action on the queenside with the move ...a5!, effectively stopping b2-b4 and subsequently the critical c4-c5 threat.
  • Black's attack on the kingside could be seen as premature, in my opinion. With quite some haste, he pushes f7-f5-f4 and g6-g5-g4. Of course, it looks to be under control after Bxg4, but the attack kind of stops there - he needs additional forces for a breakthrough. After the Bishop move, he spends tempi bringing in a Rook to the h-file and hopping his Knight to the fight, tempi White gains to further strengthen his queenside avalanche with b4 and a4-a5. 
  • I think White correctly understood that castling kingside was not a priority or a helpful way of gaining safety. Leaving his king in the centre worked quite well for him, so I'd say he has some minor positional understanding in this case. 
  • After White's Knight penetrates the queenside with Nb5-Nc7, it seems Black has some issues to fix soon after. Black fails to evict the Knight from the c7 square correctly and allows the counterplay from White with c4-c5. Instead of taking with dxc5 (which isn't too bad of an idea entirely, since you want to remove your backward pawn), he could have struck back with, say, a more dynamic response.
  • Black's move back with Ne8 is highly questionable. You are removing an attacker from your preferred wing and on the side not fixing the problem of the threat of connected passers on the queenside. 
  • After the Queens leave the board (lucky for Black, since he just managed to squeeze those queenside pawns off the board!), White starts to tremble after he unsoundly gives up the exchange with Rxh5?, which Black should have capitalized on. Black should have simplified with ...Bxh5 Rc1 Bxf3 Bxf3 Rb8, threatening to simplify further with Rb1 and forcing Rxb1 Rxb1. 
  • Black proceeds to blunder two more pawns, firstly after Rb2 and then after Bg7. Losing the pawn majority and the material advantage, White finds himself lucky to have come back from the brink. 
  • White throws one last error into the mixer with the move Kf5??, allowing Rxf3+ and giving Black a teeny tiny bone of hope. Alas, Black didn't take (my best guess would be succumbing to pressure, both in the form of time control as well as going from a wining position to a losing position in the span of +/- 15 moves). 

I'll leave a diagram below with the annotations and some further ideas/moves. I didn't check with an engine though, these are purely human annotations (a good exercise for myself too I guess).
