The more safe lines with bc4 instead of f4 are quite similar to the Italian but the versatility of the C pawn rather than the knight on c3 in the Italian makes it better imo

Not really, there is the rosseau gambit and the winnaver defense. Even the jaenisch gambit against the ruy lopez. That is about it.

Yes, it's called the Vienna Game or Vienna Gambit!
You play 1...e5 and if White plays 2.Nc3, it is a Vienna Game (2...Nf6 3.f4/3.Bc4/3.g3) or Vienna Gambit (2...Nc6 3.f4)
Clearly you will need an answer for 2.Nf3 and 2.f4.
The Jaenisch/ Schliemann is a perfectly good opening, although I suspect it is not what you are looking at by nature.
Sure, it also has a few very sharp and extremely risky (or rather unsound) lines, but in its modern form it should be regarded as an opening played with a draw at mind.
You can skip the rest of the Black openings involving an early ...f5 as junk.
Note that it is quite possible to just get a reversed Vienna gambit. Quite a number of my games is 1. e4 e5, 2. Nf3 Nc6, 3. a2 f5. Sure, white has that a3 pawn in comparison to normal Vienna gambit, but it is not a useful move.
