John Donaldson recommended the book highly on Silman's web page.
He said "MASTERING OPENING STRATEGY should enjoy a wide audience. Players from 1600-2200 will find it a first rate guide to learning intermediate and advanced opening principles and ideas, while teachers will find it offers a wealth of training material. A third group, those who simply enjoy playing through high quality comments (predominately prose) on instructive modern games, will also find what they are looking for."
Based on that and after looking at a selection from the book on Amazon, it looks very good but I think it is too advanced for new players like you. You will not be able to follow comments that assume you have achieved a certain level of understanding. (You should check out the selection and judge for yourself.)
I would do a forum search for books on openings for new players. There have been hundreds.
