1.d4 e5 is the Englund Gambit. Black sacrifices a pawn (white can just take it with 2.dxe5) for some tricks. The best way to play is to take it, and then develop quickly as white, just let black spend some time to regain the pawn, he'll have a worse center and development afterwards.
2.e3 is out of book for me. It can't be great because it doesn't make use of black's bad first move like 2.dxe5 does.
2...f6 just looks bad.
