When I play the Portuguese Gambit, my opponent sometimes does not accept my pawn. What opening should I switch to?

The Scandinavian Defense with 2. Nc3 on your diagram is neither gambit nor Portuguese gambit. peshka.png

Is the Scandinavian the best I can do in this position? (In Black)

In this position Black should grab the space, play 2.....d4 3. Ne2 e5 . Then if 4. Ng3 play an immediate Be6 to stop the white bishop coming to c4 where it wants to be. Maybe it is still objectively level but I already prefer Black.
