This is a reversed benoni, with all the related themes of queenside expansion and pressure against the center. You must play g3,Bg2, e3, exd4 and d3 (move order is not the same against everything) and then the trasposition is complete. A short description is:very risky for both sides. Playing a sharp black defence a tempo un means that you can unleash a tremendous counterattack if black chooses an overoptimistic setup, but also that a single wasted move gives black the better chances. When i used to play the Reti, i feared a lot ...d4. You really need some general benoni knowledge to counter it well.
It is a Reversed Benoni, but White has a great deal of flexibility here because of the extra tempo. For instance, not only is DrSpudnik's b4 playable right away, but also after a move or two, going for a Benko or Blumenthal Gambit Reversed. As is 3 e3, of course, with less risk (but potentially less reward, it's always a trade-off).
bresando's g3 & Bg2 underlines White's development advantage and retains great flexibility. But even a Reversed Czech Benoni with 3 e4 is much better for White than the original is for Black.
Most important for you, though, is your attitude. You must never let Black intimidate you with an unusual move you aren't used to, especially this early! You are WHITE, he should be cowering in the corner, but he dares move a pawn a second time with nothing developed to grab a little space? Who does he think he is?
You need to have the mindset that Black is a miserable felonious miscreant who it is your job to punish for all his crimes. He strangles puppies and molests kittens and commits unspeakable acts upon guppies. Make it hurt.

and of course i forgot to mention the alternative setups you give. As far as i know 2...d4 is considered perfectly viable for B, but with an aggressive mindset you can pose him real problems. Something i usually failed to do in my past games 
What are possible ideas that white should look to do?
I find black's advanced pawn very restricting for white and it's not easy to attack it either.
