I know the RF has been considered boring, but is it a good defense? white is the best white response?

The Rubinstein French is a good defense, but it requires refined defensive technique.  I was advised by a master level player that I should avoid it because it gave few winning chances and would ruin my chess.  The best White response is the system with Qe2 and development on the light squares such as 1 e4 e6 2 d4 d5 3 Nc3 dxe4 4 Nxe4 Nd7 5 Nf3 Ngf6 6 Bd3 c5 7 Qe2.

thanks benign_man, I am basically aware of is drawing weapon reputation and I am trying to tackle it. Some coach in Greece is teaching this to some players I will be facing in my Xmas tourney, and they "steal" a lot of higher-rated players' points.
