I hoped to see a Bongcloud, but alas there was not.
Obviously white declines the gambit and replies Ke2! which leaves black scrambling to regain control of the center.
that was really "out of the book". 
Yes, there is that, if white forgets opening principles of developing the king quickly then he will be trashed by the doubled c-pawns.
