4.Nb4 is pretty bad. after a3 either the knight goes to a stupid a6 "outpost" or it blocks the other knight by moving to c6. and don't forget, it can still be kicked after d5, gaining more space.

basically black moves the knight a bunch to get to the other knight's optimal square, it can't be very good.

It is indeed a well known trap but a bad one if white plays 5.a3 or even 6.a3.

Nb4 doesn't help black's position so it cannot be good if white avoids all these things with c2 square.
