No such thing as 'positional players' (else you wouldn't need to ask this question).

Anyway, the Scotch is good but IM Pfren recommended the Scotch Four Knights instead for amateur players in another thread.

scotch is a tactical opening.

For example, the Mieses lines are scary for both sides.

White has better structure but behind in development. An error can be lethal.

I also recommend 4 knights scotch.

But at least, u can answer Mieses Nf6 with Nc3, transposing into 4 knights scotch.

For example, here a simple repertoire based on scotch i could propose :

Scotch is fine if u choose the correct variations which suits your style/skills.

Personnally i stopped playing it because too complicated, many variations, where u have to adapt. So it needs memory and it is not so practical in my opinion.

Unless u play the 4 knights scotch.

there are two scotch games; one with Bf8-c5 and other one with exd4 and these two types of positions are very different. however think, black if prepared good, always may find way to good position at all.

Not really, I also didn't know what you were talking about. Maybe you meant the Scotch with Nf6 not the Scotch with exd4?
