In a Dragon-style position, this is too slow. In a Pirc, it's commonplace, though without the a6, since c6 will likely have been played already.

King’s indian defense is against d4 and the pirc is against e4. They are different. Ught they were the same thing, but I was wrong.

Opening that you called "Kings Indian against 1. e4" is the Pirc Defense. After 1. e4 d6 2. d4 Nf6 white don't have to play c4. Actually, when pawn is on c2 and c4 is free for knight it is better for white.
