1.b4 is not a tactical opening. i have no idea where you get that idea.

Yes. Post 831 was the opinion of a chess coach that b4 is more positional than tactical.

there is a small number of lines, which can be outright romantic, like the 3.e4 gambit vs 1.e5 2.f6, or the 1.c6 2.a5 b5!? gambit but these are the exception
