It looks like White is trying too hard to rush the K-side before Black has castled. While g4 attacks feature in things like the Keres Attack in the Sicilian, this isn't a Sicilian and the main advantage of this seems to be surprise.

i prefer the austrian attack (4. f4) vs the pirc, but there are a ton of comfortable ways to play against the pirc; this is probably fine as well.
