Well he was certainly cocky if he played ...g6 without provocation (and even with discouragement) despite white having played 1.h4?  The good thing about black is he has more information.  Since white goes first black can plan around whatever white does.  With 1.h4? white gave black information where he could deduce that a kingside fianchetto isn't the best idea.  Black likely thought that 1...d5 or 1...e5 would be well prepared against but nothing beats a pawn center with classical development if you can get away with it.
