This Scotch Gambit ends up transposing into the 2-Knights Defense when Black plays 4. ...Nf6.
The actual Scotch Gambit comes into play when Black plays either Bc5 or Bb4, which both play into long lines that end quite badly for him.
The Berlin I feel is the best way to face the Ruy between 1600 and 2200. Strong enough that you have some endgame knowledge, but not so strong that your opponents can exploit subtle advantages.
Past that I believe it serves as a good drawing weapon.
i like a lot the ruy lopez especially the chigorin variation. But, nobody play here this variation at my level all people play sicilian ¬¬! (ok, someones play french opening) and in low level play steinitz variation.
